人口縮小が進行する日本列島、２１世紀において各地に存在する無数の地方中小都市の将来が気になる。まだ見えないその姿へ向かう今、何を基にして企画するべきなのか。だれが考えるのか、考えているのか。それとも、継続されてきたそれぞれの地域環境、自然と人と経済が調和せれていた里山文化の現代版再復活を目指すか。

日本列島の人口は2010年の1億2千800万人をピークに年々減り続けている。人口増加の時代には、学者や専門家や行政当局もほぼ例外なく都市開発・再開発、都市化、世界レベルの巨大都市の創出に焦点を当ててきた。だが、その一方で全国の山間部や海辺の多くの町村は取り残され、社会格差が拡大してきている。日本においては、縮小都市や限界集落（消滅集落）、危機に瀕したまちに関する研究は極めて不十分であると感じる。皮肉にも東北の海辺の多くの町や村が大津波に被災したからこそ、潜在化していた社会格差が喫緊の課題として浮かび上がったのである。

1980年代のハブル以後、日本は経済大国として世界で台頭した一方で、地方においては富の形成や伝統的な結束力が崩壊しはじめ、不安定に反転する動きが水面下で起きていた。特に、農漁村社会における人口減少、低い労働生産性、コミュニティ意識の消滅による衰退は、特筆すべきものがある。日本各地で見られるようになったこのような現象を私は「スロー・ディザスター」と呼び、進行性の社会災害の象徴であると捉えている

危機に瀕する地方中小都市へむけて、安全で安心な小さな社会づくりを提案したい。豊かな自然環境の恩恵のもとに共存する日本人の暮らしを再び創造できる。次の世代の繁栄へ向かう新しいビジョンとアクションが、今、求められる。

Beyond the traditional Satoyama culture prevalent in Japan’s past, communities in regional towns or urban neighborhoods in larger cities are facing an inauspicious future. Found throughout Japan’s long history, these places have evolved over time, possessing a rich cultural past and strong sense of collective identity, sustaining livable societies to thrive. In the last several decades, however, the once-bustling diversity and integrated localities are being replaced by an atomized social structure that is increasingly de-centralized and rapidly declining in population and the young.

These “slow disaster” symptoms may be evidenced in the historic core of Kyoto, as well as in hundreds of medium to smaller towns across Japan. Often unheeded by public attention, this unprecedented early-21^st century shrinking city trend — reverberating in other developed societies of Europe and East Asia as well — may reach a breaking point “if things remain unchanged.” As we contemplate this unparalleled epoch for Japan, uncertain futures await us – a single generation away.
